Use Get-WindowsOptionalFeature cmlet to check features status.
Get-WindowsOptionalFeature –Online –FeatureName Microsoft-Hyper-V*
As you can see these services are available on Windows 10 but disabled by default.
You can use Enable-WindowsOptionalFeature cmdlet to activate these features.
Enable-WindowsOptionalFeature –Online –FeatureName Microsoft-Hyper-V –All
